Recent moves by NOAA seem to indicate a change in the agency’s position on directly engaging impacted stakeholders outside of the formal regulatory process

As seafarers of all stripes and conservation groups await the US National Oceanic and Atmospheric Administration (NOAA) final rule aimed at protecting the North Atlantic right whale, both sides accuse the other of misunderstanding while recent moves by NOAA seem to indicate a change in the agency’s position on directly engaging impacted stakeholders outside of the formal regulatory process and push release of the final rule into 2024.
